Dedicated IP address is an IP address, assigned specifically to your account. This IP address is not shared with other accounts on a shared server and is used only by you.
Dedicated IP is required to provide a separate dedicated channel for the encrypted data to flow between the client (browser) and the server usually called the SSL (Secure Sockets Layer).
Note: only one dedicated IP can be assigned to one cPanel account.
